This guy was, what I guess you could call, a sort of parkor/daredevil "influencer" (not sure what other word to use) that did stunts like this quite often and would upload them to social media in his country. He was somewhat of a known commodity in his country, with many videos and photos prior to this incident.
He had done these exact kinds of stunts successfully many times prior, but – from what I remember – the difference later determined here, is that the outside surfaces of this building hadn't been cleaned (window washing kind of stuff) in some time, and as such, there was enough of an accumulated film of dust/general grime on the surface, that when he tries to get traction on the surface with his shoes to aid in climbing back up, his feet just keep slipping.
You can see this in the video, and this is what sealed his fate in this instance.

We know he climbed up. The public is not allowed on that high of a building without PPE and permission for obvious reasons. This dude was famous af in China and his vids got millions of views. It's 62 floors and the 44th is the highest he had access to without climbing. So he had to climb 19 stories to get to the roof.
