Seems like the dumbass in blue's mainly at fault. Mother isn't excused but the guy sealed it. Notice how after they baby fell, the Mother and the guy's arms seemed entangled for a bit. Idk how it came to that but it surely would not have happened had the guy not been there. Idk what was he trying to do but it shouldn't have been done in the escalator.
