I think that is a PTO shaft connecting the tractor to send mechanical power to the trailer. It's apparently a fairly common accident on farms.

Heres a story of someone losing their leg because a bit of clothing got stuck in the rotating shaft.

Seems to be a tow-behind sprayer. An axle is connected from the trailer carrying the sprayer to a gear on the tractor itself, eliminating the need for an independent motor on the trailer. It also leaves an exposed axle spinning very very fast between the tractor and the trailer.
