It's a post mortem/autopsy. That's what pathologists do in order to gain information about the deceased's body (from the possible cause of death, to the weight of each of the organs or any anomalies within the body and to any health problems that went unnoticed). It's common practice to cut the cranium and fold the skin, over the face in order to gain access to the brain to weigh it. They even take the brain and skull out to gain access to the eyes and each of the optical nerves. They do this to each and every organ in the deceased's body. They're not surgeons and they're not doing anything that isn't out of the ordinary
