I think they're stupid, but figuring out a threshold to determine what is and isn't allowed would be annoying. Instead I propose to continue to allow them, but leave it up to the jannies to decide on a case by case basis if they feel enough effort was put in. Why ban them? If a video edit sucks, it'll get downvoted and knocked off the front page pretty quickly. But if you ban them, it'll be just one more rule for mods to deal with (and for users to neglect to read), and you'll have people mad about stuff being unfairly deleted, some of whom will have a point with such a nebulous grey area rule.
