I highly doubt it. From a purely technical side, disregarding all other considerations, this would likely be a good load of work relative to the little gain. Maybe not complicated, but a lot of changes I won't blame them for not being bothered.
Database probably is designed to hold a single tag id for e.g. a post, so you'd have to restructure that, but thats by far not the worst part. Every time anything happens with tags (which is likely a lot of times), you're gonna have to change the code to account for it now being a collection.
Given admins can't be bothered to fix a lot of much smaller things (love you btw pls dont ban me), they will probably just laugh at feature requests like this. Again, completely disregarding the question of if this would even be useful to a majority of users.

E.g. chat user counter still goes off into infinity and beyond.
E.g. I don't quite understand why having marseys in comments sometimes takes so much longer to post, they should just be stored as text or ids and then loaded by client when going to page, no?
E.g. once I noticed that the header wpd image is requested like 50 times by the browser on the same page, not sure if that has changed, just came back from a wpd break and am on mobile rn.
As I said, not important stuff.
