Man overdoses on opioids while in jail

CLEVELAND, Ohio (WOIO) - For the second time in just a matter of days, new video has been released from inside the Cuyahoga County Jail involving indicted officers.

The most recent video shows an inmate who overdosed on opioids, lying motionless for nearly two hours while nobody bothered to check on him.

The video is from Aug. 27, 2018. Hours after being booked on a probation violation, 47-year-old Joseph Arquillo is seen on the floor slumped over. That was around 9 a.m. It wasn’t until 12:52 p.m. that an inmate noticed Arquillo lying motionless. He called over another inmate to check on him. They immediately called a corrections officer over who then called for help. The video shows a guard performing CPR until medical staff arrived. An ambulance took Arquillo to MetroHealth hospital, where he died.

Devring was fired in December for his actions related to Arquillo’s death. He was charged with tampering with evidence, dereliction of duty, and interfering with civil rights. Former Warden, Eric Ivey, was indicted in April. He’s accused of ordering officers to turn off their body cameras while Arquillo’s death was investigated.

By the way, the officers pleaded guilty, and the deceased had heroin, fentanyl, cocaine, and Valium in his system.

The human body makes endorphins, which is basically endogenous (from within the body) + morphine (opiate), and thus has receptors for opiates.

When someone takes an opiate, there are many effects, but for the sake of understanding overdose, I’m sticking to one.

Opiates cause a greater activation of the parasympathetic nervous system, which can be thought of as the “rest and digest” aspect of the nervous system. It can also be thought of as the opposite of the sympathetic nervous system, which is the “fight or flight” aspect of the nervous system. Both systems are always in use, and one or the other may be activated greater to allow the body to adapt to it’s environment.

When the parasympathetic nervous system has greater activation than the sympathetic, breathing is slowed. An average person at rest breathes between 12 and 20 times per minute. Opiate overdose causes the body to relax so heavily, that a person may only breathe 4 times per minute, and sometimes not at all.

This obviously causes the body to be unable to get the oxygen it needs, which will start to lead to brain death, heart death, kidney failure etc. This is what kills you in an opiate overdose, suffocation.

Narcan, or naloxone, kicks the opiates out of the opiate receptors and binds to them instead. However, instead of parasympathetic activation, Narcan does nothing. The lack of opiates causes the person’s breathing to return to normal, effectively preventing suffocation.

I’m actually a paramedic, and I used to be an EMS program assistant instructor. In the city I used to work in, heroin overdose was a very common call, and I wanted to learn exactly what was happening so I could explain it neatly to students who also wanted to know what was happening.

Also it slows heart rate a lot and can lower blood pressure dangerously. Other parasympathetic effects they can have. It is actually the heart and BP that can get you into trouble, cause you can force more breaths while on opiates if you're conscious at least.

Eh maybe if you have loved ones with an opioid addiction, but encouraging people to carry it regardless just makes junkies less cautious about overdosing and gives them another reason to attempt to rob people.

That’s a terrible assumption. Fentanyl is in just about anything you buy on the streets and doesn’t take much to be fatal so it really should be as accessible as possible to save lives which include those who unknowingly ingested fent. Also, people addicted to opiates don’t use with Narcan in mind as an insurance policy…Narcan kicks the opiates off their receptors which potentially saves them from overdosing and dying but also sends them into precipitated withdrawal which is 100x worse than regular withdrawals.

I dunno I don't like opiate or weed highs but I get why others enjoy it. Havent gotten fentanyl yet, only dilaudid, but likely will get an RX in the next decade. Yay spinal injuries lol.

Heroin doesn't exist on the streets anymore. The cartels swapped it with fentanyl because it's cheaper (and much more potent) and now it's just kinda here to stay. They're putting xylazine in the fentanyl now too in order to "give it legs" but oftentimes it just knocks you out, and it also rots your skin when you inject. Like I said, the game's fucked.

thats fucking sad, here were I live there's so many guys selling cocaine (literally in almost every street in my town) that most people are selling almost 100% purity and people are already dying bty overdose (a couple of years ago it was 40% 50% purity), and kids younger every day get into it
