They were eating him. Nothing too mysterious here, this is typical of bodies thrown in the ocean.
It looks like he had his throat slit or something before he was chucked into the water. Fish will eat you, as long as your tissues are dead or close to it. They start with the softest stuff- your eyeballs and facial tissue.
But if there's a nice gaping wound in the torso or something, fish will absolutely swim in there and nom on your squishy insides. Think about it like this- do you think a fish would have an easier time chewing on a person's muscle, or on their intestines or lungs or something like that?
Bunch of fish started eating the guy. Some laid eggs within him. Then, these rude humans interrupted their lives by dragging the body ashore.
It's still freaky as fuck, though. I've seen fish jumping out of open belly wounds, but never out of a tiny hole in the neck like that, wild footage.
