It's just because of the way you arranged the words, it kind of implies the cop sexually assaulted the girl. It doesn't exclude the possibility of them both being pedophiles. I know you put a period and it isn't grammatically incorrect, it just reads kind of funny.
If it had said "Pedophile shot in the head by cop after sexually assaulting his 7 year old daughter, this sounds better but one could still interpret that the pedophile assaulted the cop's daughter.
If it had read "Pedophile sexually assaults his daughter and is shot in the head by cop", this leaves no ambiguity and it is clear who has done what.
