Yeah, definitely a "less lethal" round of some kind. Hurts like a bitch, but it didn't even drop the guy, even after catching it right in the chest at point-blank range. This shows how ineffective these sort or rounds are at actually putting someone down and disabling them.
We have a lot of footage of cops in the USA shooting 40mm less-lethal rounds out of fucking grenade launchers, and even those don't usually stop their suspect. Only actual bullets consistently get the job done.
