Magazine. Discharging a weapon as an authorised firearms officer is a serious decision and every round has to be explained and justified, broadly speaking. Defence lawyers can pick over why the AFO fired 3 rounds instead of 2, and argue the 3rd made all the difference.
Absolutely has its drawbacks, often an AFO is removed from the pool of firearms officers while the incident is investigated so everytime a shot is fired they're down in manpower until it's complete, but so does the “dump the mag” attitude. One seemed sufficient here, as a country with few firearms incidents imaginably in most situations it would be.
