Siccing a dog to bite someone is cruel and unusual punishment. A police dog wont stop biting even if you surrender and submit, those things are nasty. Thus they cannot be seen as law enforcement officers, since they dont follow any policies, laws or the constitution. So they should be free to be defended against if one attacks you, just like youre allowed to defend yourself against any animal attack.
