2006 Police Shooting After Chase

An Oregon parolee was Fatally shot in a shootout with police following a chase in eastern Utah. Tony Francis, 42, was allegedly driving a stolen SUV when he was pulled over by a Duchesne County sheriff's deputy on Tuesday, according to the Utah Department of Safety. Utah Highway Patrol Trooper Jeff Nigbur described Francis as a drifter. He said the terms of Francis's parole required him to remain in Portland. Duchesne County Sheriff Merv Gustin said the chase began in Duchesne about 5:30 p.m. Tuesday after a deputy pulled over an SUV that had been reported stolen in Washington. The deputy had a brief conversation with the driver, who suddenly fled south on U.S. Highway 191. Two off-duty Roosevelt police officers, who had been fishing nearby, joined the pursuit, said police Chief Rick Harrison. The chase ran about 25 miles, to the summit of Indian Canyon, where the driver lost control of his vehicle on the slick, snow-covered road, Gustin said. "He basically spun out and came out of the car, banging with his handgun," Gustin said. The driver got out and fired while running toward a deputy in a pickup, officers said. The deputy got out of the truck and returned fire. The man then got in the deputy's truck and tried to make a U-turn but crashed into the side of a hill. He began firing through the passenger-side window, Nigbur said. Five officers returned fire, killing the man, Nigbur said. No law enforcement officers were injured.
