although I understand the police have the right to shoot, I think they shoot a bit too many times.

Dead is dead. The more people shoot the more difficult it will be later to determine who killed him. This is relevant in court. If it cannot be determined they all get off the hook. The same goes for firing squads. It is said that sometimes some shooters get blanks and some get bullets so that nobody needs to feel guilty of killing and nobody can later say "You did this, you killed him".

I was under the impression that they are meant to decapacitate the person, well thanks for letting me that's know they are always meant to kill the person if they attack, or not fail to comply with there exact instruction....pretty harsh.

In many countries cops are encouraged to save the life of a suspect. Most often they are not dangerous and just need to be apprehended. In this video the guy picks up a stick and tried to distract the officers to get away. Hardly a threat to anybody. But in the US trigger happy cops shoot at the slightest notion of disobedience. And they never aim for the legs.
