It's protocol. They have to follow it even if they know it's dumb. I'm not saying cops aren't dumb. I'm just saying that they have rules they have to follow. As long as they follow those rules they can basically get away with murder.
There was a case where a guy with a 120+ IQ was told by the Oregon State Police that they wouldn't higher him because his IQ was too high and he took it all the way to the supreme court and lost.

They only did that because they didn't like that cop because he was an ass so they made up an excuse to get rid of him that doesn't legally qualify as discrimination “he was too smart”. Cops are not regularly vetted by IQ and that court case is taken completely out of the original context.
