I'll make a summary of what happened with some important details
Omar Felix Cueva is the man driving the white pickup truck. Cueva was a 39 year old man from California, and had a history of possession of methamphetamine, and at the time of the shooting was reportedly on his way to a drug deal with a duffel bag containing over 250,000 dollars worth of methamphetamine. Officer Darian Jarrott was told to pull over Cueva's vehicle, and he did, however once Jarrott told Cueva to exit the vehicle, Cueva exited and shot at Jarrott from across the truck bed. The first volley of shots did not hit Jarrott, but Cueva moved around the truck and shot Jarrott around 10 times, including an execution shot to the head. He then went on to drive 30 miles away, engaging with a shootout with police officers, where he was killed by police.
Jarrott's wife attempted sued the police department, as they had him pull over Cueva, without sending another officer with him, and not telling him about Cueva's criminal record, and possession of firearms. The case was dismissed by a federal judge.

Maybe this is a teaching moment. HSI and State police shit the bed and haven't said why. They gave no details why they ordered the trooper stop him. He was an ex-con and they had info he was bringing 250k of meth to a deal. Why didn't they let him go to the deal and get the buyer and seller? Maybe because the buyers were HSI, thats where they got the info on the driver. BUT if they really were the buyers, that means they unnecessarily dragged Farva to his demise.
