the military never loses against cartel members. By some estimate they lose 1 soldier for every 20 criminals. The only reason they don’t finish the job is, because they’re put on a leash by both overly-cautious and corrupt politicians.

The Mexican cartels are and have been more powerful, richer and better equipped than the depleted Mexican armed forces for a while now.

They didn't fight a battle though. The cartel basically held the whole town hostage and threatened to kill all the civilians if the chapito wasn't turned over.
It wasn't a question of whether the military could win an engagement, it was a question of whether the lives of thousands of Mexican civilians was worth one narco.
