The Los Angeles police department has released body-camera footage and surveillance video of an incident in which an officer shot and killed a 14-year-old girl inside a department store while firing at another person.

The footage from the Thursday morning incident shows that as soon as police encountered a man suspected of assault inside the store, an officer fired three bullets at him from a distance. One of the officer’s bullets struck the girl when it bounced off the floor and into the dressing room where she was with her mother, police said on Monday.

The 14-year-old victim has been identified as Valentina Orellana-Peralta, according to the LA county medical examiner’s office, which ruled the death to be a homicide from a gunshot wound to the chest.

Orellana-Peralta died on the scene at the Burlington Coat Factory store in North Hollywood.

The officer who fired the shots was put on paid leave, and has not been identified. The man shot by police upon arrival was Daniel Elena Lopez, 24, who also died on the scene, officials said.

Attorneys representing the family of Orellana-Peralta said in a statement Monday that the girl was in the dressing room with her mother, trying on Christmas dresses, and that she died in her mother’s arms.

Police received several 911 calls for help, according to audio released on Monday. One woman, who appeared to work at the store, told police there was a “hostile customer”, who was “attacking” people, and that she was directing people to evacuate the store. That caller said that the man had a bike lock that he was using to assault and threaten people, but told the dispatcher it did not appear he had a knife or a gun. Other panicked callers said they believed the man might have a gun.

Footage released from inside the store suggests that Elena Lopez did not have a gun. Officials have said they uncovered only the bike lock.

The videos show Elena Lopez wandering around the store with his bike and hitting several customers, including people as they started to evacuate. At one point, he was hitting the air while no one was around him. Just before police arrived, he started repeatedly attacking a woman who ended up on the ground, the video shows.

Eventually, roughly a dozen officers entered the store. One officer with an assault rifle initially ordered the other officers to “slow down” and “get distance” and “back up” before they approached Elena Lopez. That officer said he would take lead.

But the officer’s body camera footage showed that as soon as he made it to the store aisle where Elena Lopez was standing and saw the man for the first time, he fired three bullets in rapid succession at him. The footage did not capture the officer making any commands, and did not show Elena Lopez advancing toward the officer. Elena Lopez was at the other end of the store aisle from the officer and appeared to be turning away from him. The victim, who was bleeding, was on the ground next to the officer when he fired his weapon.

“This chaotic incident resulting in the death of an innocent child is tragic and devastating for everyone involved. I am profoundly sorry for the loss of this young girl’s life and I know there are no words that can relieve the unimaginable pain for the family,” said Michel Moore, LAPD chief, in a statement.

Both the California attorney general’s office and the California Department of Justice will be investigating the shooting.

The footage, released late Monday afternoon, has raised concerns about the use of deadly force and why the officer fired at Elena Lopez without making commands and while Elena Lopez was far from the victim and the officer.

A Pretoria man is in a coma in hospital after being shot in the head by police during an altercation in the early hours of Saturday morning.

Len Cloete, who is believed to be an owner of a gym in Rietvleirand, east of Pretoria, was injured during an altercation with police at a Muldersdrift Misty Hills lodge.

In a video doing the rounds on social media, a man who looks like Cloete, can be seen drawing a gun and cocking it during what seemed like a heated argument with police officers.

A female police officer can be heard saying: “now you are playing dangerous” as she and other officers draw their guns.

Moments later, Cloete grabs the female police officer’s gun, after which another officer shoots in the head causing him to fall on the ground.

Law enforcement officers arrived at the call, where the US Open Surfing Championship was held, and saw an armed man. The cops asked the man to drop his weapon, but he refused. As a result, he had to shoot, from his wounds he died in the hospital.

The Coroner’s Division identified the Hispanic male from the September 25 officer involved shooting in Huntington Beach as Ronnie Andrew Garcia, 43.

First aid equipment was visibly piled on the sand, where the man was shot, right in front of Sandy’s Beach Shack, along the pier.

Witnesses say they heard multiple gunshots and people seen leaving the area immediately.

A photo, sent to us from a viewer, showed a man lying on the sand with at least five officers surrounding him. Two officers seen with guns drawn.

Investigators are on scene collecting evidence to solve why the shooting happened.

A large portion of the beach was taped off, from the pier on Main Street, to a little behind the lifeguard headquarters.

The U.S. Open will continue tomorrow as scheduled.

A federal civil rights investigation is underway after U.S. Park Police fatally shot a Black teenager last month in Washington, D.C., and his family called on authorities Wednesday to charge the officers involved in the incident.

The probe, which was announced after police released videos showing the March 18 shooting that led to Dalaneo Martin's death, comes amid other high-profile cases across the country that have forced departments to re-evaluate their interactions with Black people.

“The loss of a life is always tragic but is especially heartbreaking when it involves a child,” the U.S. attorney’s office said in a statement. “On Saturday, March 18th, 17-year-old Dalaneo Martin tragically died after a shooting involving the U.S. Park Police, and we recognize that the body-worn camera footage just released of his death is extremely upsetting. We extend our condolences to Mr. Martin’s family and friends.”

The statement continued: “In coordination with the FBI Washington Field Office, the United States Attorney’s Office has opened a civil rights investigation into the circumstances leading to Mr. Martin’s death. That investigation—which we are committed to conducting diligently and thoroughly—is ongoing. As this is an open matter, we are not able to provide additional comment or release further information at this time.”

At a news conference Wednesday, attorney Andrew O. Clarke, who is representing Martin's family, invoked the names of George Floyd, Breonna Taylor and others before he asked how long would the Black community have to endure disparate treatment from police.

"Dalaneo did not have to die," he said. "How long will they be able to hide behind their badge to justify taking a life? How long will we as a community have to continue to have the talk with our young Black children because they are treated differently by police? ... We will continue to pursue justice for Dalaneo with or without the help of the federal government or the District of Columbia."

Police released two body camera videos Tuesday from the vantage point of the officers involved and a 12-minute explainer video that included officers giving medical aid to the driver before emergency medical personnel arrived. One of the two body camera videos is about 37 minutes, and the other is about 29 minutes. Officers’ faces are concealed, and some of the audio is muted.

In the explainer video, Park Police said Washington’s Metropolitan Police Department responded to a suspicious vehicle. The SUV was running, and a driver was sleeping in it. Washington police learned the SUV was stolen, Park Police said.

The two videos released included a narrated version of the events that led to the shooting, as well as the shooting itself, in which involved multiple officers fired several shots at Walker. While Walker’s body was blurred in the body cam footage per the request of his family, the video remains graphic in nature.

Investigations previously reported that per a police source, more than 90 shots were fired at Walker, striking him 60 times. On Sunday, Akron Police Chief Steve Mylett said that he could not confirm the number of shots fired at Walker at this time, but said he expected the number to be high and that he wouldn’t be surprised if it matched the figure that had been circulating in the media. He also confirmed that initial medical examiner reports indicated Walker suffered more than 60 gunshot wounds, although it is still being determined how many were entrance and exit wounds.

The incident took place just after midnight on Monday, June 27, when officers attempted to pull over Walker’s car for a traffic and equipment violation. Walker proceeded to lead the officers on a high-speed chase down East Tallmadge Avenue toward State Route 8.

At some point during the pursuit, police say that Walker fired a gun out of the window of his car. Among the footage released on Sunday was a traffic video that showed a flash coming out of Walker’s car that they say is consistent with a gunshot.

Following the minutes-long chase, Walker exited the car on Wilbeth Road near the Bridgestone Tire offices while wearing a black ski mask. The footage shows officers attempting to deploy non-lethal tasers before firing their guns and striking Walker, who was unarmed at the time of the shooting.

Samuel "Sam" Dubose, age 43

On July 19, 2015, in Cincinnati, Ohio, Samuel DuBose, an unarmed man, was fatally shot by Ray Tensing, a University of Cincinnati police officer, during an off-campus traffic stop for not having the front license plate on the vehicle.

After asking DuBose to get out of the vehicle, Tensing pulled his gun and shot Sam DuBose in the head. Sam was unarmed and sitting in his car with his seat belt on at the time of the killing. Ray Tensing shot Sam DuBose moments after DuBose turned the key in the car ignition. Tensing told police he had to shoot DuBose in the head because DuBose was dragging him down the street. Prosecutors investigated and found that video footage from Tensing's bodycam showed that he was indeed not dragged or caught in the vehicle at any time. Prosecutor Deters and a grand jury indicted Ray Tensing on charges of murder and voluntary manslaughter, which ended in a mistrial. A retrial begun in May 2017 and also ended in a hung jury.
