Not at random. Their 3 targets were all seated at that one table. They left everyone else alone.

Agreed it's not random and the table had three targets but looks like they may have taken out 5 people. Whoever brought the drinks to the other table fell down when running and they may have finished them off in error. Plus there's an extra person who walks into the frame on the far right of the table when the shooting starts, perhaps a waiter? I don't think they made it far either. Hard to be sure from the angle of camera.
