No, "Glock switches," aka "auto sears" or "Glock conversion devices," are illegal under U.S. federal law.
cause they convert semi-automatic pistols into fully automatic firearms, making them machine guns.

Well yeah, private citizens can legally own fully automatic weapons, but as you know, that's only possible if they were manufacted before 1986.
Also, the class 3 license thing only applies partially to SOT's/dealers that pay to sell NFA items (supressors, short-barreled rifles and etc)
Ordinary citizens do not get a class 3 license but go through the NFA process for owning each item.
And now answering your question, no, it's still illegal to modify a semi-auto into a full auto
