I speak Portuguese too and I remember this video from long, looong ago, like 2015 or so.
I don't remember correctly but I think the biker in the video went surgery without having risk of going paraplegic, but he did lost his leg movements at that moment which is why he fell.
In the complete video he says about not feeling his legs.
