They are! They only finished loading when the main char walked into frame. However, combat started so soon in their routine that the script broke and they bugged out. That is why you see them just standing around.
The guy in red is also a classic NPC guard. Like in every good RPG he goes after the main character, even when he was attacked first and is only defending himself.
