There is no salute in this video. He explained something about "why is it allowed here and here not". Yes, he accidentally did the move, like salute, but he didn't thought about it because he was in range as you see in the video. It was an accident and the police thought, he did it to provoke them. Also the dumb tv said " maybe his arm hurts or he is sick", but everyone who speaks and understands German should know it was just a wrong move. The police didn't had to be that agreessive. You can clearly see the guy was shocked. It was an accident.
