Looks like the asshole shooter in the white range rover started this whole thing, 3 ways:
1. passing cars on the right side using the shoulder
2. stopping to confront the camera car guy
3. going back to the drivers side door of the camera guy and confronting him.
But then the moron in blue gets a face full of his own pepper spray.
And for those of you not familiar with Russian guns - I'm guessing that this gun might have been a non-lethal 'traumatic pistol' - which shoots a type of rubber bullet.

About 99% sure it's a Tokarev. Looks a little like a 1911, but being Russia it's much more likely that it's a Russian gun.
Definitely sounded like a regular handgun round. Likely 9mm or 7.62x25.
