The problem is poor areas lead to a lifestyle of theft as the only option. But they end up just stealing from other poor people and eventually they get fed up and fight back.
Like the end of death wish 2 when Bronson kills the bad guys and the kids and neighborhood are out dancing in the street. That’s what Brazil reminds me of. Beautiful music also.

It is commom to happen in the areas that aren’t under the domain of any faction. By the video you can tell it’s not a ghetto so people there are mostly like to serve justice by their own hands. If it was in an area under some faction’s domain, people are not allowed to do that, in the ghettos they just catch the robber, call a “brother” of the faction called “disciplina” (the guy that watch the people’s discipline in the neighborhood) and the victim of the robbery would decide what punishment the robber would receive. If he victim dont choose or dont wanna choose anything, the faction give the robber the punishment they want.
