I really don't think this is a Japanese soldier torturing an Allied soldier in WWII. There are a few inconsistencies I noticed with items in the video. The garbage can, for instance: if this was the period 1942-1945, that item would almost certainly have been made out of metal. The first plastic garbage cans, made using blow molding, were invented in the 1960s and were sold by Sears (invented by one of their designers).

The soldier being tortured is wearing striped athletic socks, which probably first came out during the first decade of the 20th century, but were not popular and were not widely available on a commercial scale until the 1960s. Also, no Allied (American) soldier would have been issued a pair of socks resembling those in the video.

Lastly, the Japanese soldier is all wrong. He's too fat and his uniform does not match anything I was able to find for the period 1933-1945.

He should look more like this:

There are two things that make me think this isn't Vietnam either. The first is that while American POWs were regularly subjected to brutal torture in the first part of the war, their treatment did ultimately improve in significant ways:

"Beginning in October 1969, the torture regime suddenly abated to a great extent, and life for the prisoners became less severe and generally more tolerable."

The second reason I don't think this was during Vietnam has to do with the third man in this video. You can see him moving around during the filming, but if you ignore the torture and just pay attention to him for awhile, you will see him descend one of the ladders during the 58th and 59th seconds. Take a good look at his footwear. Dude looks like he's wearing a pair of hightop black and white Converse (Pro Leather?). That is a shoe that first came out in 1976, but the shoes this guy is wearing looks to be more cushiony than the originals were. I would say somewhere between 1979 and 1983.

Could this be a Khmer Rouge torture video? The man doing the beating has a dark jacket on, similar to the style that was popular among those killers.
