Paul Pelosi did a poor job explaining to the cops what was heppening when they first got on scene. He should have quickly explained that they guy was trying to kill him with the hammer. He should have said he lived there and the guy broke into his house.
In MANY, perhaps MOST cases, victims are useless at explaining quickly and clearly the situation to people who could help them.
I once came across a guy who had just been robbed of a bank deposit bag. If the stupid victim had yelled: "I've just been robbed. Get him" I could have done something - but the moron took way way way too long to tell what had just happened. This is way too common. Most victims are frozen in shock.

The guy with the hammer broke into the home of Nancy Pelosi with the intention of kidnapping and assaulting her. She wasn't home - so he held the husband - waiting for her to get home.
In his own words - to the police:
The suspect also allegedly told investigators that he intended to break Nancy Pelosi's kneecaps if she didn't tell him the "truth" about "lies told by the Democratic Party" and said she would have to be wheeled into Congress, therefore showing other members of Congress that there are "consequences to actions," according to the criminal complaint.
