Either he's going to kill himself, try to shoot the dog (so the police have an excuse to shoot him), or he's going to start running. At the very least, it's wreckless endangerment of an animal. Return fire could have killed the dog and the suspect. There are loads of videos of cops successfully de-escalating situations like this, but these cowboys are just pumped full of fear and are eager to use their duty weapon to feel like a badass.
Yeah keep a gun on him but the only people he is a threat to are himself and the cops. The cops have volunteered and are being paid to deal with situations like this.
