Almaty, Kazakhstan – 29 May 2013. A young couple committed suicide together by jumping off a 12-story building. The body of the girl was torn in half after landing on a fence. Friends and family did not report any suicidal behavior. According to classmates the couple had been planning to commit suicide and were active participants in an online group where suicides were discussed.

Of course, but there is a pretty decent amount of pictures taken from A.J.Tobin plaza even between the 2 impacts. I pretty sure someone was recording or at least taking pictures of them. The first jumpers were recorded less than 10 minutes after 8:46 (AA11 hit) if I remember correctly.

99.99999% of the time this style of "post-mortem" photography (focusing on a female victim's face and depicting removal of clothes on-scene) is staged fetish content, though this quite a lot of realistic gore that is consistent from multiple angles which would be difficult to fake. I'd guess the undressing and these photos themselves are not standard procedure and were done by a perverted EMT specifically with the intent of sharing them online.
edit: Given the evidence markers it's probably more likely to be some cop/detective doing it and not an EMT
