If they land on their feet they break their legs but also break through the waters surface tension. If they can't swim then they drown. If they land on their side or really any other way, then yeah they're fucked immediately. Probably dead upon impact, if not, then in excruciating pain as they drown.

Water doesn't compress and therefore needs time to move out of the way, which when you're falling at terminal velocity, doesn't really happen as fast as you'd think. A plane hitting a body of water is going to have the same effects on the passengers as if the plane hit a wall of concrete.

So, it's obviously not a 1:1 comparison, but when you consider how quickly that water will decelerate you from near-terminal velocity, we're splitting hairs to argue about the “just like concrete” line.

That's the Golden gate bridge. More than a few people have survived and every one that did regretted it as soon as their feet left the railing. At that height, it's slightly like hitting concrete, depending how they land. There's a very good chance they'll get knocked out and drown, but plenty have been killed on impact.
