If you want the serious answer, it's a combination of two things: a) overpopulation meaning human life is worthless, meaning lack of safety rules and regs, and b) basically a "revenge at society" for the perpetrator's problems, often caused by various societal problems. It's the same in many countries, except obviously far less in countries that actually take care of their citizens or are fewer people.
