No, the traffic lights weren't functioning, none of the lights were on at the start. The green light came back on again exactly at the moment of the accident. In this situation, the driver has to give way to people on the crosswalk. So the driver is definitely at fault here. Although the kid isn't completely blameless either. You're supposed to go over crosswalks with the speed of a pedestrian, preferably get off your bicycle, this kid was going way too fast. Though driving schools do teach you to always be careful and account for the fact that people don't always do what they're supposed to. I just went to one for a new category license very recently.

An argument could be made that it was assumption of risk. The biker knew the trafic lights werent working and still decided to cross on that road knowing the dangers of a crash, instead of going to another road where the trafic lights actually work

This in relation is a quite serious point; People are not aware of the recklessness of many drivers when crossing streets. It doesn't matter if the light is red and it's your turn to cross, millions of things can happen so that you inevitably end up flying through the air and end up in wpd, look both ways before you fucking cross.
Furthermore, the boy crossed on a bicycle. Even if you have a bicycle, don't be an idiot and walk across. It is the normal speed of a pedestrian, anything ahead of that makes it dangerous.

Any smart person would have used a bunny hop manoeuvre and easily cleared the vehicle. A two year old could have well and truly cleared that car with ease.

Not true (mostly) - The crossroads have zebra crossing, but also functioning traffic lights. The Traffic lights are prioritized over road markings. You can see the traffic light for the car turning green, which means that way earlier the pedestrian traffic light have turned red and the biker was crossing on red signal. The Zebra is not counting as priority for the pedestrian in this case, it would only if the traffic lights were not working.
Now, the driver is guilty of driving recklessly - he was speeding, he should have slowed down and increased his attention, expecting such things to happen, so I don't exonerate him at all, but the fault is not only his.
