If you have a kid that age and you are anywhere near traffic then the kid should be in a stroller, in a backpack/child carrier , on a leash or an adult should be holding his hand.
This video should be shown to every prospective parent.
That said, there's too many people on the earth already. Sad day for the folks and they'll probably relive this day many times over in the future.
