Absolutely. Should have to have a license to have a kid. Look at all the hoops and bureaucracy prospective adoptive parents have to jump through and deal with while at the same time any old halfwit pipe-hitting sow can make like a tripod for some horny numbskull and pump out a runt in nine months (and be supported by the state thereafter).

If I had to guess, I'd say the proportion of intelligent to not-quite-so-intelligent people on earth decreases every day because smart folks have smaller families (if they have kids at all.)
