well china did have a good samaritin law put into place since 2017. So if this is recent they didn't walk away because they don't have to worry about being financially ruined anymore. I'm not really sure about the status of a law that made it so someone who injured someone via car would be held accountable for their medical expenses for life but you'd only have to pay a large sum to the family if they died. Seeing as how it looks like he ran him over on purpose but then puts the kid in the back seat as if he is going to take him to the hospital it's not really clear. I'm gonna go with shit must have changed in that area of the law as well otherwise why would the guy even attempt to help save the boy.
