Looks like the trucker cut off the biking lane to try and turn right. Automatically his fault, if you cause an accident while you're turning and they're trying to go through the intersection, the person turning is ALWAYS at fault. No questions asked, no further questions needed really. I guess you could make an argument for some exigent circumstances, ie. something in the middle of the road, but for the most part, if you're moving out of the lane you're currently driving in, it's on YOU as the driver to make sure there's no one there. Trucker should lose their license and potentially be looking at manslaughter charges.

When you have set paths for bikes, especially in Vancouver where literally everyone and their fucking mom rides a bike, they are considered part of the flow of traffic. They're not allowed on many of the sidewalks in Vancouver because they ride extremely fast due to how many of the roads there are set up, many of them are on fairly steep hills so you can really get flying on those bikes; hit a pedestrian and you could kill them easily same as any car. This is why they're considered traffic and are considered this way in quite a few large cities across the NA and in Europe and why as drivers you're made to look out for cyclists or face heavy heavy repercussions. It's similar to if a trucker were to hit a pedestrian if they were trying to cross the road while having the right of way. You wouldn't blame the pedestrian walking across the street when a truck just blows right through them would you? Similar situation here, the trucker didn't look for, or may not have seen, the biker, but either way should have come to a complete stop at the light.
