Everyone is the asshole here.
I get wanting to teach your kids that throwing a tantrum isn't going to get you anywhere, but there's a time and place for shit like this and it's not on a sidewalk out in the middle of a city. The poor child could've easily been trampled without anyone realizing if it was busy, or snatched by someone because the father isn't paying attention, OR EXACTLY WHAT HAPPENED HERE.
The drive is equally a piece of shit, because they clearly didn't care to see if anything or anyone was there before turning in. They just gunned it in at full speed so they would've killed anyone even if they weren't a toddler without spacial awareness.

I agree except for the driver part. I dont think theyre pulling in at an unacceptable speed. I mean going half that speed would still kill the kid. No one's expecting a 2 foot dwarf under their car even going 3 miles an hour. Until you feel the body as you go over it, you wouldnt even know you hit anything. Its a toddler's skull vs a car and the physics involve act as such.
