In every Chinese car vs pedestrian video it looks like driver pauses, then goes for the old double tap. I saw an explanation for this somewhere. Apparently, if the victim survives, the driver is liable for ongoing treatment and rehabilitation costs whereas if the victim dies, the driver makes a single one-off payment to the family of the deceased. Maybe someone can confirm this. Might explain some of the dodgy dashcam insurance scam videos.
Might also explain why so many Chinese kids are always playing in traffiic.

That law changed in 2018 or something because of exactly this. Drivers kept running over people if they ran over them the first time to ensure they're dead to reduce liability. So the law finally changed.
This one seems like she was fucking oblivious looking at her phone or something and by the time she realized and stopped it was at a very unfortunate time.
