This happens way too often in Vietnam. Cars running over kids because they could not see them is the same as the American's pitbull vs infant child.

My only explanation for this is the fact children generally lack survival instinct and common sense to just think: hm, maybe I should not be running straight into the middle of the roads with out an accompanying adults.

The child's mother can be blame for since she was on the phone when the kid started sprinting out to the street. Carelessness", as OP said, is most appropriate.

The driver was not to blame. I bet all of you have seen videos of trucks hitting bikes or cars coming out of nowhere, simply because they were appearing in a deadzone (aka: not visible from the driver's viewpoint). The kid was barely higher than the hood of the car, so there was no way that car could have avoided it so easily.

Props to the first 2 moms for walking with there kids hand in hand even that first mom did a little jerk back with her daughter. Than #3 comes trotting along... And no mom to hold their hand. Don't get me wrong though I don't fucking feel bad.

Stupid car driver wasn't paying attention. That is something you SHOULD be able to see - if you are not on your phone or talking to a passenger, etc.
