All states have some form of a Good Samaritan Law, which protects a bystander from drug-related arrests when calling 911 for a drug overdose. Also, if you just stand there and do nothing to help the person overdosing, which results in death, you could be charged with negligence and even manslaughter if you were the one who provided the drugs that resulted in the fatal overdose.
