More than that. If you attempt to help, then you can be accused of being guilty of causing the original issue/injury, and be found liable for medical bills. The logic is, "If you weren't guilty, why would you stop to help? Surely, the fact that you stopped to help is because you had a guilty conscience, because you caused the injury." Fucked up.
