It is not just involuntary movement, it has been proven scientifically that there is brain activity still for a few seconds after decapitation. This was investigated using mice connected to sensors and getting their heads chopped off.

Far from proven, being able to process pain after decapitation as seen in mice, is not the same as preserving meaningful awareness and consciousness

Usually severing spinal cord means instadeath. But there are exceptions.

No not at all. An injury of C1-C3 though also cuts of diaphragmatic breathing so they suffocate. Below that you can survive. Of course this means only an injury to the spinal cord and not to the blood vessels like in a beheading.
