I believe that's actually from an obscure low-budget horror film about the snuff industry. It was some sort of fake shockumentary, almost like a Faces Of Death parody. And there were several semi-realistic (but obviously fake) "snuff films" on there. This particular one spread like wildfire on P2P networks and gore sites in the early 2000s.
Imagine being a 13 year old boy searching for "blonde giving head" on Limewire on your daddy's PC and being tricked into downloading this instead.
