Happened in 2002, the driver was identified as Jose Luis Nieto, a local mechanic. The school ceremony blocked his way to his house, his house was located BESIDE the school. That was an official school event covered by local police so they had the right to use the street in front of the school police failed to organize a shortcut for drivers (high quality mexican police work)... Guy was sentenced for 150 years, ended up in one of the infamous cartel controlled prisons, as of 2011 they released pictures of him and he did not look healthy - wonder why they never killed him. This case was all over the news (local and international) back then.

A little context for the video of the truck running over the children: It was a very notorious case that occurred in Mexico, occurred in 2002 and was perpetuated by a deranged mechanic. Here in Mexico in primary schools and middle schools (I think also in kindergarten) we have a ceremony called "Honors to the flag", where we swear allegiance to our flag and our Nation once a week, the thing is that sometimes in populations rural areas do not have the economic resources to build free schools with enough space to have fields, schoolyards, etc. So, since it was inaugurated, that particular school had held its ceremonies in front of the school on the street, clearly blocking the vehicular path for about 20-30 minutes once a week. So no, it wasn't a protest and no one was using the children to block the street on purpose. The man was drugged, and in his psychosis he decided to run over the children and teachers rather than having to turn back to find another route or wait for the ceremony to end. I remember that they hindered him from getting to where he had his mechanical workshop. Needless to say, fucking world we live in.
