what is even more retarded is that they go into waters, Knowing that they cant swim, while NOT knowing how deep it is.

So this is always the first question that comes to mind... why are people going into water not knowing how to swim. The only possible reason I can think of is being stupid and completely disregarding the danger. Then I always ask the follow up question how could people be that stupid. Yes, there is just an abundance of these.

I do believe this is not learned in the schools, but your parents must instill in you the fear of water if you can't swim. The same way as it is their responsibility to teach you to avoid being hit by cars while crossing the street.

Slum in my city is near a man-made canal, which is pretty deep. And people in that slum do not have time/money to learn swimming. It's very hot here in my country. They often swim in the canal. They often die or drown there. Sad condition they are being in.

Time / money? First of all slum dwellers have all the time in the world. Second, you don't need a teacher to learn to swim - you just need a shallow water body. Ok, probably there is no such place around, but if you go closer to a deep canal after knowing how many have drowned there is a pure natural selection.

Hmmmm. No. It's certainly easy for you to just say it like that. I had a long project that required me to be in there. Slum dwellers do not have all the time in the world. In fact they barely have any time for themselves. Life there is horrible and stressful. Parents have kids to lighten their workloads, kids likely forced out of school since middle school to help their parents work, less education, less iq less eq less opportunity for self development. Go full cycle rinse repeat.
Please don't look down so much on them, they are a human being like you and me.
