i'd say most people who can't swim, because they never tried, would easily handle in this situation. here, it's not just a lack of ability to swim, it's more like paralysing fear they have against water that makes them act irrationally. its strange to look at it, like a whirl is pulling them down to the bottom or if like they're wearing brick shoes or something
