I'm thinking we the viewers have a distinct advantage of observation because of the overhead angle. That's why lifeguards sit on little towers. When you're at water level in a busy pool, it's probably easy to miss. But no excuse for whoever should've been watching the kid.

He was resuscitated by the woman who found him, luckily with no permanent damage. Poor kid is fortunate to not have brain damage. Unfortunately he's still stuck with his retard mother so perhaps we'll see him again in the future on this site
