Whether someone just didn't know how to swim or was held underwater or something else, if their lungs filled with water (or perhaps some other liquid) and could no longer breathe, here is where it should be.

I spent five 5 years as a lifeguard. If a someone is drowning and they grab you like that, you can easily escape them by swimming straight down and then away. If you don't have a rescue device your best bet is to approach from behind them hook your arms under their arm pits and frog kick on your back with them on your front. This keeps their face out of the water and the victim will usually stop thrashing.
