I mean it's the same principle as a heat knife or a light saber. Those wires aren't insulated so if you're grounded and you touch one you're going to get a nasty jolt. Normally it's enough to blow up birds and set people on fire so it doesn't surprise me at all it could cut off a head or limb considering fucking with the transformers for these wires can blow your arm off
