You can use water on HV electrical equipment, regardless of whether it's on fire or not. The key to that, however, is that the water must be absolutely 100% pure. No trace elements, no mineral content, literally, nothing. One slip and your arse is grass. Has anyone here ever heard of hotwashing? It's a process used to clean all the bird shit and stuff off of massive HV installations, stacks of insulators, etc, and it's all done with the power still on. Watch this and you'll get an idea. Water and Electricity can mix, but only in very select circumstances. This fire, isn't one of them...
